Draft: Update Avielle's ci_template maintainer access

Why is this change being made?

From the work that @avielle did during Verify Hackathon June 2022 event, her level of comfortability with cicd templates and the discussion around removing the requirement for trainee maintainer issues for cicd templates, I'm advocating for Avielle to become a maintainer of CICD templates project.

This MR is to update her list of projects to include CICD template maintainership and provide transparency around this addition.
