Fix typo in development_department.yml

Why is this change being made?

There is simply a typo in bullet points for the Development Department MR Rate section in the handbook. https://about.gitlab.com/handbook/engineering/development/performance-indicators/#development-department-mr-rate

Why: typos may cause confusion when communicating ideas.

We have seen impact form the war due to employees being unavailable to work and less focus on GitLab.
