Add type::ignore to issue type definitions
Why is this change being made?
- The GitLab Bot is providing guidance on type labels that is not in our handbook:
If you do not feel the purpose of this issue matches one of the types, you may apply the typeignore label to exclude it from type tracking metrics and future prompts.
- I went to the linked subtype page and searched for type::ignore, and there was nothing. This type could be useful instead of ~meta for things issues such as planning issues that don't have work output.

Add the typeignore to the handbook page here so that it can be found
