Update refinement DRI issue pool

Why is this change being made?

This change aims to allow each refinement DRI to work on refining something that they would like to move forward and work with, each milestone we will be able to schedule some of those issue to be worked.

This also allows a clear signal to be sent from the engineers to PM/EM to clearly communicate what engineering thinks is important and valuable

Author Checklist
