Allow Get Together grants any time during the quarter

Why is this change being made?

To encourage team members to get together more often, either in-person or virtually.

As a virtual organisation we were especially affected by COVID-19 as our annual conference was cancelled several times and many team members have never met anyone else at GitLab in person. The visiting grants program is a great opportunity for team members to (finally) meet in-person. By providing a lower-budget encouragement ($50) with less organisational overhead, we may see more in-person interaction between team members.

The current rules constrain such meetings to the start of the quarter only: this MR proposes an expensible meetup at anytime in the quarter, but still limited to one per quarter.
