Update Geo process page for work items hierarchy and public retrospectives
Why is this change being made?
- We have discussed in the past that the breakdown of work needs some structure and a deeper hierarchy to be clear and more manageable. This MR introduces a new section to our process documentation to explain this hierarchy and provide guidelines and rules of thumb to create new items of work for execution. -The MR also updates the retrospective section to clarify that retro issues are publicly accessible by defaut.
