DRAFT: Added Job title changes process

Why is this change being made?

@DarrenBurr Hi Darren, we currently don't issue letters of adjustment for Job title changes (if nothing else about the role/responsibilities changes) since there is no requirement to do so in the US. I wanted to double-check if any other countries require letters before merging? Many thanks!
