Makes David exec sponsor for xfn prioritization wg

Why is this change being made?

With the recent announcement of Eric's departure, we are updating the XFN Prioritization Working Group exec sponsor to David. This change ensures we have an R&D e-group member as exec sponsor after Eric's transition.
