Reasoning for DIB focus only on women and ethnic

Why is this change being made?

When giving a direction is important to explain the why we are deciding on doing those things.

In !109878 (comment 1078282436), we didn't address the reason why is the hiring direction limited to only women and ethnic instead of all underrepresented groups.

I started a conversation on slack and this is @sheridam's answer.

We are focused on all communities regardless of race but there is an underrepresentation for specific communities in certain divisions.
Specifically for Engineering and Product (Tech), there is an underrepresentation of our Latinx, Black and Two or more populations as well as Indigenous and Pacific Islander. Our strategies are to focus first on those communities and expand our programs/efforts to non-underrepresented groups later in the FY or in FY24 pending our progress.
For example or URG communities are less than half the % of the population of our Non-URGs for Engineering.

With this MR, I tried to encapsulate that answer. I would like to make sure the direction page is clear on the why, but I would also like to get input from TMG leads on their needs for engineering hiring for underrepresented groups.
