feat(handbook): Clarify Beautifying UI guidelines

Why is this change being made?

This MR adds guidelines for involving the Product Design Manager and the Engineering Manager during planning for the Beautifying UI effort. This aims to help both Product Designers and Engineers to effectively plan for Beautifying UI ahead of time. Managers can help with capacity planning and prioritization.
