Add gitlab-web-ide to projects.yml

Why is this change being made?

The devopscreate ~"group::editor" team has created a WebIDE replacement project called gitlab-web-ide https://gitlab.com/gitlab-org/gitlab-web-ide

This MR adds this project to our data/projects.yml and also adds existing maintainers to our team data.
