Upgrade post - Geo - invalid object storage LFS file deletion

Why is this change being made?

We detected an issue related to incorrect deletion of object storage files on Geo secondary sites.

This impacts customers on GitLab 15.0, 15.1, 15.2. A fix is available from GitLab 15.3.3 onwards.

This MR is to notify upgrading customers of the issue such they can make an informed decision of whether to upgrade to 15.0, 15.1, 15.2 or jump ahead to 15.3.3.
