Resolve "Create a group to use for the CoST in CODEOWNERS"

Why is this change being made?

!107486 (merged) added members of the CoST to the CEO by GitLab handle to CODEOWNERS for Issue and MR default description templates. #13726 (closed) was filed to follow-up on that to use a group vs GitLab handle.

The @gitlab-com/ceo-chief-of-staff-team group has been updated to have the members of the team directly added, either as Owner, Maintainer, or Developer based on role: https://gitlab.com/groups/gitlab-com/ceo-chief-of-staff-team/-/group_members?with_inherited_permissions=exclude

Updating CODEOWNERS to use @gitlab-com/ceo-chief-of-staff-team.
