Draft: Add note to remove candidate label

Why is this change being made?

This MR is being created to add to the grouppipeline authoring handbook a small note that communicated when a team member is picking up an issue to be worked on, they should remove the candidate label to remove confusion over the team's intention vs actual commitment in the current milestone to work on that issue. This will help anyone who is looking at the issue to understand its status.
