Add initial error budgets section to Integrations team handbook page
Why is this change being made?
This adds an initial section to the Integrations team handbook page about Error Budgets, to jump-start team members' expertise about this in a self-serve fashion.
Further changes will add advice for the Integrations team to help identify and interpret problems stemming from our error budget dashboard top offenders.
