Update rubocop gem from 0.59.2 to 0.93.1

Why is this change being made?

rubocop configuration has been too stale to maintain the configuration and our code. Update gem from 0.59.2 to 0.93.1.

These deprecation warnings between 0.59 and 0.93 are addressed in this MR:

.rubocop.yml: Style/FlipFlop has the wrong namespace - should be Lint
.rubocop.yml: Metrics/LineLength has the wrong namespace - should be Layout
.rubocop.yml: Performance/RedundantSortBy has the wrong namespace - should be Style
