Add template for maintainership for other projects

create a guide that projects can use to define and document their maintainership processes

having the guide for other projects (outside of backend, frontend, and database) will help drive maintainership for smaller projects which historically have run into issues with growing maintainers due to low activity or low number of internal contributors
