Docs: Update US Federal communication guidelines to include embedded link handling

Why is this change being made?

During a US Federal crush session (Zoom call), we discussed Federal customers and documentation -- A US Federal organization's mail server may strip embedded links prior to delivering the ticket update to the receiver. This could create situations where the customer won't see we're embedding links to our documentation. Kudos to @brad for mentioning this.
