Update QEM job family

Why is this change being made?

This MR removes:

• The Ruby requirement in the QEM job family.
• The number of years requirement in the QEM job family.

Why?

We're currently hiring a QEM and we don't require Ruby experience. This requirement may be discouraging qualified candidates from applying.

Years of experience is a blunt tool and may discourage qualified candidates who, in this example, have 1 yr 11 months of people management experience from applying.
