Draft: Add SecAssurance activities to the GL Continuous Security Framework page

Why is this change being made?

This MR brings Security Assurance activities and requirement to the Security Framework page.
It's meant to be merged into !105792 (merged), so please check out the content of the main MR first, then add the SecAssurance content in this one to keep the discussion scoped.

I think the main challenge to solve here is the connection between a change (new feature, new service) and https://about.gitlab.com/handbook/engineering/security/security-assurance/security-compliance/sec-controls.html. The goal of the continuous framework is not the replicate the controls we already have, but rather make them more obvious and targeted for our team members. Let me know if you're aligned with this, or if we need to have a different scope

Remember that everything should be automated as much as possible to keep the workflow lean.
