Remove L&R hawk role and Add order management info

Why is this change being made?

As part of the ongoing work to update the L&R workflows in the handbook, this MR:

1. Removes the references to L&R internal requests hawk role because it has been deprecated.
2. Adds more information on the Order Management option of the internal requests form.
