Draft: Add InfraSec activities to the GL Continuous Security Framework page

Why is this change being made?

This MR brings InfraSec activities and requirement to the Security Framework page.
It's meant to be merged into !105792 (merged), so please check out the content of the main MR first, then add the InfraSec content in this one to keep the discussion scoped.

Remember that everything should be automated as much as possible to keep the workflow lean.

In this context, I think the only think to cover for this iteration is how we manage "approved target envs". In other words, anticipate where a change is going to be deployed. If it's gitlab.com, then probably nothing is needed. If the target env is different, then we need to understand what controls must be in place and how to check for them.
