Remove note about 14.5 now that we publish a list

Why is this change being made?

This statement in the handbook is no longer true:

Starting with 14.5, specific deprecations are only published to the Deprecations documentation page, which is the single source of truth.

We publish the deprecation and removals list in the Release Post again, so this can be removed.

Author Checklist

• Added a description to this MR explaining the reasons for the proposed change, per say why, not just what
  • Copy/paste the Slack conversation to document it for later, or upload screenshots. Verify that no confidential data is added.

  • If this is a change that directly impacts the majority of global team members, it should be a candidate for #company-fyi. Please work with internal communications and check the handbook for examples.
