adds VSA JTBD

Why is this change being made?

This change adds the JTBD Optimize have been using the the JTBD SSOT.

  1. Add VSM JTBD using the latest agreed wording
  2. Refactor JTBD to split DevOps Reports from VSM. This allows us to have separate tables on the direction pages.
  3. Add JTBD to VSM direction page

I have organised the VSM jobs the way I have to allow display of the titles and also the scorecard results. Doing so also allows for easy adding of sub jobs in the future.
