Better encompassing for the management for the Principal Engineer role

The MR removes the ambiguity that might have led to confusion that the Principal Engineer role reports to Senior Manager only. The confusion, in particular, comes from the fact that some stages have Senior Manager, while others have a Director managing the stage. Yet both of these cases might have Principal Engineer.
