Add Restrict access by IP address to features by group

Why is this change being made?

IP Allowlisting is not listed on the Features by group page.

It is categorised under Manage on the marketing site and Extend group IP restriction to API activity (gitlab-org/gitlab#12874 - closed) was listed under ~"group::authentication and authorization"
