Tweak wording on Quarantined Test Types

Dan Davison requested to merge dj-fix-wording-quarantined-test-types into master

Why is this change being made?

The report only accepts the quarantine types in the below guidelines.

This text states that the report only accepts specific quarantine types. This is misleading and incorrect. The design behind the Quarantined metadata permits any type for any reason, allowing us to permit future reasons that we may not be aware of right now.
