Updating the CoST Handbook page to make some corrections/additions

Why is this change being made?

1. Channel was renamed to #ceo-chief-of-staff-team and using a reference to easily link in multiple places
2. Also linking #ceo-shadow as it wasn't previously
3. Fixing a header level
4. Updating reference to the Chief of Staff to the CEO Team to be Chief of Staff Team to the CEO
5. Added links to #whats-happening-at-gitlab and #ceo Slack channels
