Update composition analysis maintainership guidelines

Why is this change being made?

• The community MR triage handbook page includes detailed SLOs with steps and how to proceed. This information is included to help guide the community triage process and ensure that composition analysis information is in sync with the wider guidance.
• Adding links to the directions on updating each of the respective upstream scanners will make it easier to triage if they're out of date.

Author Checklist
