Add Product Design to borrow framework

Why is this change being made?

Sometimes there is a need for design support on a project. Borrows have previously been assumed and we'd like to add clarity and transparency when borrows are made for design. The MR proposes adding Product Design to the already established Borrow process used by Product Management and Development teams.

Author Checklist
