Add quick action for parital triage
Why is this change being made?
This MR adds a note about using /copy-metadata
to automatically populate a community MR to be triaged. Using this quick action can make it faster to triage wider community members' MRs. This goes along with the change in gitlab-org/quality/triage-ops!1372 (merged)
