Package direction updates April 2022

Why is this change being made?

This MR updates the direction page for the Package stage for April 2022. No major updates as we continue to work on the container registry migration and storage management features. One new add is the FIPS compliant work.

Note, I removed the letter from the editor but will replace it once we finalize our quarterly plan for FY23 Q2/3 https://gitlab.com/gitlab-org/gitlab/-/issues/360194
