Clarify Product team meetings in handbook

Why is this change being made?

As the Product team grows larger, we need to have alignment on the design/frequency of meetings, especially sync meetings, that affect the overall time and workflow of the Product team members.

This MR adds a description for Product team meetings, clarifies how to add new or amend existing meetings design/frequency via a collaborative review process, and adds meeting DRIs.
