Add Getting started with Product Intelligence page

Why is this change being made?

We want to create a step-by-step type of guide for our internal customers because they are confused by the materials that we currently offer.

Described in detail in https://gitlab.com/gitlab-org/product-intelligence/-/issues/558

This MR only adds the page structure - the steps descriptions will be added in separate MRs.
