Update Static Analysis team structure

Why is this change being made?

The Static Analysis group still referenced a team member who has since left the organization. This MR fixes the team structure.

• Removed Daniel Searles as Acting EM and as GitLab team member.
• Removed reference to Saikat as participant in trainee maintainer mentor process.
• Added Static Analysis EM vacancy.
• Updated team members to report to the Static Analysis EM vacancy.
• Added vacancies for open positions (one filled and a future start; one open and being recruited for).
