Why is this change being made?

Update the Top Contributors page to acknowledge wider community members, by adding the 2021 list.

Notes

  • Updates Top Annual Contributors page
  • Data from Bitergia, with merged_at set to is between 2021-01-01 and 2021-12-31
    • I do not have permission to generate a short link, so I put the whole URL into index.html.erb
    • Removals (because these appear to be bot accounts)
      • Update Team YML Bot (@project_7764_bot)
      • advisory-bot (@project_12006272_bot3)
    • Other changes
      • Merged yo (349 MRs) and yoginth.eth (6 MRs) (possibly data sync issue on Bitergia)
      • Changed "Taukya" to "Takuya" (see !72851 (comment 493783911))
