Add a note about tracking issues for banner work in the GitLab project

Why is this change being made?

Broadcast Messaging issues can be hard to track if work is needed by the group because the issue is in the product project. This change suggests creating a tracking issue for work needed for banner style communication.

After this is approved/merged a change to the issue template may be required as well.
