Update problematic language in vacation policy

Why is this change being made?

The existing PTO slogan "no ask, must tell" is too close to "Don't Ask, Don't Tell," which was the name of an extremely oppressive policy used by the United States military. The policy forbids openly gay, lesbian, or bisexual persons from joining any branch of the United States military, under the pretense that they "would create an unacceptable risk to the high standards of morale, good order and discipline, and unit cohesion that are the essence of military capability".

Whether the name of the "no ask, must tell" PTO policy was intentional or coincidental, it violates the Diversity, Inclusion, and Belonging element of CREDIT, since it has roots in violence and oppression against LGBTQ+ folks. The PTO policy at GitLab is stellar, but the slogan is not appropriate. I propose that we explore an alternative phrase that is both catchy and equitable.
