Use OpenJDK instead of Oracle Java

Why is this change being made?

Oracle wants to charge GitLab team members for using Oracle Java, and OpenJDK should be used instead. This handbook update provides instructions for checking the version, and a link to detailed instructions for removal of Oracle Java. This will not impact most Linux users, but the handbook is being updated just in case.
