Fix links to documentation about error budget dashboards

Why is this change being made?

This was changed in gitlab-org/gitlab!82910 (merged) when we added multiple dashboards to have different views on the Error Budget.

The links here are now outdated.

While I was there, my editor fixed some trailing whitespace. Easier to commit it than to undo it.
