Updates the readiness review page for infra
Why is this change being made?
Part of https://gitlab.com/gitlab-com/gl-infra/reliability/-/issues/15459, this refactors the readiness review so that it follows a checklist driven issue and expands readiness to all significant changes that will be made on gitlab.com.
This change is being made along with gitlab-com/gl-infra/readiness!108 (merged) which modifies the template.
- Points to the new issue template for the process, which is checklist driven
- Removes some of the older specific examples, instead talks about examples more generally
- Rewords some of the guidelines for clarity
