Clarify Cookie Preferences link reference

Why is this change being made?

To comply with California state privacy laws, there needs to be a footer link with prescriptive language entitled "Do Not Sell or Share My Personal Information." In effect one could already block the use of Third-Party advertising cookies using our Cookie Preferences link in our current footer, but the language and description of the opt-out did not fall under CCPA standards.

MktgOps was able to geolocate the name/description of the footer link according to the CA standard, so the Cookie Policy now needs to refer to the Cookie Preferences footer link as also the "Do Not Sell" link since users in CA will not see "Cookie Preferences" in their footer.
