Changing Code Owners of Organization structure page

Why is this change being made?

With @gl-peoplepartners and @wendybarnes being responsible for Organizational structure and Job Frameworks in the People Group wanted to make sure to reflect that in code owners of the page. For now have assigned 3: Brian Robins (which was listed here before), Wendy Barnes and Carolyn Bednarz.
