Reconcile Inconsistency Between Outcomes/Activity Descriptions in draft pd-flow
This issue blocks #9260 (closed). Before optimizing links/resources, the delineation between outcomes vs activities content needs to be clear.
Currently the content in the outcomes/activities table is handled inconsistently in terms of what is an outcome/description vs what is an activity to action on. Currently only Build phase 4: Improve demonstrates the correct delineation of content, where the outcomes column focuses on a description/definition of outcome/goals for the phase and activities column focuses on a bullet list of options of how to achieve the outcome/goals.
All other phases to varying degrees are inconsistent in terms of how they're handling outcomes/activities columns content. They all need to be swept and aligned with the Improve phase such that the content in the outcome column is strictly the description/goals of the phase and the content of the activities column is strictly potential activities to achieves the outcomes/goals.
For example, in Build phase 1 Plan a number of activities are currently part of the outcome description and should be pulled and listed under activities.
And in Build phase 3 Launch, the majority of the content in the activities column seems more like a description that should be coupled with the outcome, so we need to identify potential activities.
