FY22-Q3 CEO KR: Raise monthly contributors from 80 to 120

Elevating contributions to GitLab is one of the dual flywheels in our company strategy. It also helps us drive toward our 3 year strategy: Build on our open core strength.

This KR is meant to help the company make progress towards gaining new contributors.
