Add wiper script to avoid ZD downloads clutter

As discussed in zd-dl-router#16 (closed). I worked on a bunch of different ideas to offer a companion tool to @anton's zd-dl-router.

After a few weeks of testing locally, I'm pretty sure now that is does what the previous 2 iterations (Hazel ruleset & Bash script) did, but now in Ruby 🎉
