Shift priority should focus more on EMEA Rehomes

As discussed in our shift chair sync call, Rehomes are currently not getting a lot of love. This is because FRTs outside of Shift and Business Hours are being prioritized over Rehomes.

We need to modify the prioritization to reflect the following:

Priority 1: Same as now (EMEA FRT Shift hours+1h)
Priority 2: All EMEA Rehomes independently of SLA
Priority 3: EMEA FRT Business Hour (8H)
Priority 4: Missing SLA / All others (FRT with SLA >8H)
