Francis Potter (GitLab) requested to merge add-license into main

Proposing adding a license.

(@glen_miller just demonstrated it to the PSE team so it might receive additional customer visibility, so a license might make sense.)

Unsure what's appropriate, proposing the GitLab EE license.
