Add GitLab Learn - Tech Writing module to Support Documentation module

On 21-July, the Technical Writing team announced in Slack a new GitLab Learn module, Technical Writing Fundamentals. This module trains people on how to contribute to docs.

This MR adds this module to the Support team's Documentation module, so that we can follow the Tech Writing team's best practices.

Support Managers, please review and comment by 27-July. I will merge on that date, including an update in the team-chat Slack channel and SWIR.
