Updates to the GitLab Runner module

This MR includes the corrections and suggestions I compiled while going through the mdule. In addition to fixing a few broken links, this MR:

  • Encourages downloading a Windows 10 eval VM and getting hands on with Runner registration in Windows (as an optional task)
  • Adds a step to look at the unregister subcommand
